Accommodation to be Provided

The aged care home will accommodate 80 aged care rooms.

The home’s design is aligned to the recommendations set in the Royal Commission Report 2021 for National Aged Care Design Principles and Guidelines, with small household models of accommodation and small-scale congregate living. At The Melvista, residents’ rooms are grouped into smaller communities within the home and are centred around a social hub, providing a shared private dining room, kitchen, living area and covered terrace.

The purpose of this home is to provide aged care accommodation for people who no longer have the capacity to care for themselves fully at home. The home will cater for the high demand for aged care places in an ageing community.

The home does not require pre-sales as apartments do. Payments from residents for residential aged care services are only received once the home is operational.

Residents do not purchase accommodation like you would with a new apartment development – but provide a Refundable Aged-care Deposit (RAD). The RAD is a lump sum and/or daily equivalent payment for accommodation in an aged care home and is fully refundable when the resident leaves the home. Additionally, all residents in aged care pay a basic daily fee re required to as a contribution towards care and living expenses. The daily fee for all residents currently equates to 85% of the basic single age pension. All fees and payments are as prescribed and strictly regulated by the Federal Government from time to time.

Planning and Approvals

The development application for Melvista Nedlands was approved by the Western Australian Planning Commission in 2021, with an extension approved to the Development Application on the 8th December 2022

City of Nedlands and the WA Planning Commission have confirmed, via amendments to the Local Planning Scheme No. 3, that this location is the desired location for Aged Care in this part of Nedlands for older residents to live.

The approved development was prepared generally in accordance with the R80 density code and associated primary controls prescribed in State Planning Policy 7.3 Residential Design Codes Volume 2 – Apartments (R-Codes).

The delay in commencing construction of the aged care home has been the result of a heated construction market leading to labour shortages which, in-turn increase labour costs. In addition, supply chain issues have resulted in material cost escalations due to a greater demand on scarcer materials. These issues are being felt by developments across Western Australia.

In response to these and other factors Oryx has sought and received approval to amend the approval with the WA Planning Commission to extend the period to commence development by two years.

No, there has not been any substantive changes to what is planned for the home since the approval other than some minor internal amendments outlined in the detailed planning documentation assessed by the Authorities.

Who is Involved in the Melvista?

During the construction phase the site will be controlled by a builder appointed by Oryx Communities. Oryx is a Western Australian owned and operated aged care provider.

It is proposed that Oryx will operate the Melvista. Oryx also operates The Richardson in West Perth and The Queenslea in Claremont. Both homes offer high order standards of aged care and provide critical support to both residents and families while ensuring that a high quality of life is maintained.

Oryx has engaged experienced consultants Creating Communities Australia to engage with the community and key stakeholders for the project.

Parking and Traffic Management

As part of the construction Management Plan required to be reviewed and approved by the City of Nedlands, there will be a comprehensive traffic management plan in place. Most vehicle movement will occur through the site and the traffic management plan will outline the controlled movement of construction traffic. In collaboration with the City, the builder will proactively manage subcontractor parking implementing several strategies to manage construction trades parking. There will be dedicated spaces for subcontractor parking allocated within the City of Nedlands, but will not be adjacent to the Melvista site. The City of Nedlands will closely monitor parking in the area throughout the process. Once the site is further developed, the basement carpark will provide additional on-site parking. Transperth bus services in the area will not be impacted and will run as per usual.

Mitigating Impacts

Any demolition and construction work creates some noise. However, the noise from the construction of the building will be proactively mitigated due to the considered manner in which it will be constructed. Subcontractors will be mandated with clear instructions to minimise noise from the site, including controls over music.

There will be some isolated times of greater noise, however every effort will be taken to keep excessive periods of construction noise to a minimum. Community communications will try to provide advance advice on periods when noise is to be expected.

Work on the site will only take place during the hours that are permitted as per the City of Nedlands Building Permit regulations.

During the demolition works the contractor will utilise sprinklers to control dust.

Oryx has arranged for subcontractors to install security fencing and fabric screening to the street boundaries, and to spray paper hydromulch over the cleared lot to reduce dust impacts over the summer period.

As part of the site works, excavation will need to take place which will result in the movement of soil.  The builder will be required to proactively manage dust suppression with the use of water trucks, sprinklers and site screening. Additionally, the builder will be required to maintain an orderly site throughout.

Although there will be some exposure to the construction site from the surrounding streets, typically the site will be fenced screened until nearing completion. This will minimise exposure to the surrounding areas during construction.

The site will have site security comprising fencing, security lighting and monitored CCTV.

Site Works

The demolition process will commence on 12 December 2022 and will be undertaken by Brajkovich Demolition with demolition works completed by the end of January 2023.

There will be no work undertaken from 24 December through to 2 January 2023.

No. The current structures will be demolished prior to Christmas 2022. The Melvista Aged Care Home will be a brand new, state- of-the-art home.

Yes, the dilapidation condition required of the planning approval has now been cleared by both the SDAU and the City of Nedlands. The dilapidation process is an independently conducted professional survey the pre-existing state of nearby structures and accurately identifies any pre-existing building defects. All neighbours who agreed to a have a dilapidation survey conducted were provided with copies of the report for their property.

It was not compulsory for neighbours to accept this offer of this independent inspection and report, as it is at the discretion of the neighbour however a dilapidation report was recommended to support the neighbour’s position in the event of any damage claim.

Yes. Machinery such as excavators, piling rigs, trucks, bobcats and cranes will be used on the site. All endeavours will be made to limit impact from these machines. All construction activities will be conducted in accordance with the construction management Plan, which includes a site safety management plan. The site will be subject to the builder’s own safety auditing, and random safety inspections by the statutory authorities.

Trees and vegetation provide amenity and can help to activate spaces. As such, maintaining existing trees and vegetation within the site will be done where possible and in accordance with applicable approvals. The landscape plan for the site outlines a net additional 20+ trees which are incorporated as part of the project. Planteg garden beds will also be utilised throughout the site. Some 10 on site trees will need to be removed to accommodate the home with 4 trees retained. One tree located on the verge of Betty Street will need to be removed at the requirement of the authorities to accommodate fire services, with a total of 3 verge trees replaced.

Oryx has already engaged a consultant arborist who has undertaken a detailed assessment and mandated tree protection zones. This consultant has an ongoing role to oversee the protection and health of both the verge trees and on-site trees to be retained.
